Federal Relations Committee – Develops potential Coalition proposals for federal funding, policy positions on transportation legislation, and appropriate and effective means of presenting Coalition proposals and positions to policy makers, affected parties, and public constituencies.
Goods Movement Committee – Manages a public-private dialog on the creation of a clean, green, and smart rail/truck freight system focusing on capital investments and financing for the West Coast goods movement system.

Environment/ITS Committee – Manages a public-private dialog on the deployment of alternative fuel vehicles and infrastructure, and intelligent transportation systems (ITS) that can achieve logistic, safety, security, and operational improvements. Marine Committee – Manages a public-private dialog on ports and marine corridor projects. The Committee seeks to improve the efficiency of freight movement through research and market analysis that identifies routes where water transportation presents an opportunity to offer relief to landside corridors that suffer from traffic congestion, excessive air emissions and other environmental concerns.
Administrative Committee – Assumes responsibility for developing and implementing, with Board approval, administrative processes, structures, operating principles and rules, including the Coalition bylaws.
